ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 5000 FT MSL WITHIN A 1 NAUTICAL MILE RADIUS OF 300038N/0910710W AND THE TIBBY /TBD/ VORTAC 322 DEGREE RADIAL AT 25.7 NAUTICAL MILES.
