FAA Proposes $238,000 Civil Penalty Against McCauley Propeller Systems

Alleges Prop Maker Shipped Hazardous Materials Via FedEx

The FAA is proposing a $238,000 civil penalty against McCauley Propeller Systems, of Wichita, KS for allegedly violating Hazardous Materials Regulations.

The FAA alleges that on September 13, 2013, McCauley offered two undeclared packages of hazardous materials to FedEx for shipment by air. One contained eight liters of Hexflow VRM 22, a corrosive hazardous material. The other shipment contained 12 fluid ounces of FiberTac 290, a flammable hazardous material.
 
Employees at FedEx's sorting facility in Indianapolis, Ind., noticed the box containing Hexflow was leaking. They discovered the other box during a subsequent inspection.
 
According to Department of Transportation regulations, both substances must be properly packaged and declared. However, the FAA alleges McCauley did not declare the hazardous materials and the shipments were not properly classed, described, packaged, marked, labeled or in proper condition for shipment under regulations. The FAA further alleges that McCauley did not provide emergency response information with the packages, and did not ensure that its employees had received the required training for shipping hazardous materials.
 
McCauley has asked to meet with the FAA to discuss the case.
