PURSUANT TO TITLE 14, SECTION 91.141 OF THE CODE OF FEDERAL REGULATIONS AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED. WITHIN 15 NMR UP TO BUT NOT INCLUDING FL180 OF 361538N/0761029W OR THE ECG VOR/DME FROM 0312171345 UTC (0845 LOCAL 12/17/03) UNTIL 0312171430 UTC (0930 LOCAL 12/17/03). WITHIN 15 NMR UP TO BUT NOT INCLUDING FL180 OF 361538N/0761029W OR THE ECG VOR/DME FROM 0312171550 UTC (1050 LOCAL 12/17/03) UNTIL 0312171700 UTC (1200 LOCAL 12/17/03). EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC: A. ALL AIRCRAFT OPERATIONS WITHIN A 15 NMR AREA LISTEDABOVE ARE PROHIBITED EXCEPT FOR: 1. LAW ENFORCEMENT AND MILITARY AIRCRAFT, DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS), EMERGENCY MEDICAL FLIGHTS, AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT THAT MEET OR EXCEED THE TSAS DOMESTIC SECURITY INSPECTION PROGRAM STANDARDS AND ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS.
