Ensures Federal Safety Standards Are Met Before Corporate
Flights
Aero-News has learned the first major new product to come out of
last year’s merger between CharterX
and Wyvern Consulting Ltd. was unveiled Tuesday, at
the Corporate Aviation Safety Seminar (CASS) in Tucson, AZ. The
event is hosted by the Flight Safety Foundation and the National
Business Aviation Association.
The Pilot & Aircraft Safety Survey (PASS) program enables
air charter passengers, brokers and operators to ensure that each
and every flight meets existing or specified standards of safe
operations as it relates to operators, aircraft and their crews. A
PASS certifies that a flight is in legal compliance and that it
meets upcoming Department of Transportation rulemaking regarding
full preflight disclosure of a FAR Part 135 operator; operational
control, doing business as (DBA); and broker/arranger relationships
is disclosed. PASS is now available as a beta release on the
CharterX Industry XChange.
"Private aviation, specifically the air charter segment of
general aviation is growing," says Jim Betlyon, CharterX founder
and CEO. "Providing safety intelligence on the operator, aircraft
and crew assigned to each trip, the PASS system assures each party
involved that they are booking a safe and compliant flight. The
business and leisure traveler, entities arranging the air
transportation and the government, are requiring assurances that a
service provider is safe, legal and dependable."
The
merits of the PASS system lie in the data collected on each
operator; operators’ aircraft and pilot-record data is
maintained. Each evening, the PASS system queries an array of
federal data sources for updated information. Data not available
through such sources is obtained directly from charter operators on
a regular basis. The PASS safety-check engine evaluates the
operator, aircraft and crew against a specified safety standard.
For instance, the pilot check verifies that the assigned pilot is
fully certificated; it ensures that each pilot is properly type
rated in the assigned aircraft, and that each pilot has met flight
time requirements in aircraft type and has current medical and
training records. The resulting PASS report clearly displays which
safety standard was used to perform the evaluation, as well as
complete compliance disclosure.
Users of the PASS system will also have the option of using The
Wyvern Standard as the safety benchmark. This rigorous standard,
developed over the past 16 years with the input and cooperation of
Fortune 500 flight departments, measures operators against safety
standards that far exceed minimums required by the Federal Aviation
Administration. In the company’s 16-year history, Wyvern has
maintained a zero fatality record on all Wyvern-compliant flights
for Part 135, domestically and internationally, and has performed
more than 1,600 on-site charter audits worldwide. The company
operates as an independent, unbiased safety evaluations entity,
providing operator, aircraft and crew analysis and consulting
services.
Charter operators worldwide use the CharterX Industry XChange to
distribute information about their fleets, availability and
pricing. Thousands of charter brokers, operators, fractional-share
operators, flight departments, corporations, travel agencies and
individuals use the system as their primary tool for locating lift.
CharterX’s network processes more than 3,000 aircraft
requests each day; its database has more than 15,000 aircraft
worldwide, with an average of 3,000 aircraft available and 1,700
empty leg (one-way) flight segments updated daily.
