Modern Skies Coalition Calls On Congress To End Shutdown

52 Aviation Associations And Trade Groups Stand United

The Modern Skies Coalition, a broad-based collection of 52 aviation stakeholders including the National Business Aviation Association, the National Air Transportation Association, the Air Line Pilots Association, Int’l, the Aircraft Owners and Pilots Association, and 48 additional aviation organizations and trade associations, stand united in releasing the statement below calling on Congress to end the government shutdown:

“The aviation community stands united in calling on Congress to end the shutdown without delay. This prolonged shutdown has strained the aviation system and its dedicated workforce to unacceptable levels of stress and disruption.

“The American flying public deserves nothing less than a fully operational aviation system. It’s time for Congress to act decisively.”

The flying public and airline operations nationwide have been increasingly hampered by a growing number of flight delays due to staffing shortages at air traffic control facilities since the government shutdown began on October 1, 2025.

On November 5, Department of Transportation Secretary Sean P. Duffy announced that the FAA will begin reducing the number of airline flights to 40 major American hub airports.

Flights are being reduced in an effort to relieve pressure on the more than 13,000 air traffic controllers who have been working without pay since the onset of the shutdown. Flight reductions will begin at 4% on Friday November 7, 5% the next day, and 6% the following day, and ramping up to a reduction of 10% over the ensuing days.

Duffy’s decision is fully supported by FAA Administrator Bryan Bedford and NTSB Chair Jennifer Homendy.

Duffy said, “We are going to proactively make decisions that keep the airspace safe. We have asked (air traffic controllers) to show up for work, but I’m not naive to understand that they’re trying to figure out how they meet their daily obligations. Because of that, we have seen staffing pressures throughout our airspace. Those who travel will see that we’ve had more delays. We’ve had more cancelations.”
