NBAA Praises RFS On Air Traffic Control Overhaul

Request For Solutions To Identify Prime Integrator In Effort

The National Business Aviation Association lauded the FAA’s publication of a Request for Solutions (RFS) which seeks proposals from companies interested in serving as the prime integrator to manage the development and implementation of a completely overhauled and modernized air traffic control system.

Ed Bolen, President and CEO of NBAA said, “NBAA applauds the FAA’s important next step to move forward with air traffic control modernization. We support efforts to streamline procurement and drive results to meet the three-to-four-year goal. This Request for Solutions is a key step toward modernizing the National Airspace System (NAS) on schedule.”

The FAA strategy for aviation safety involves three main pillars: continuously optimizing national airspace technology and design, modernizing the infrastructure, telecommunications, surveillance, automation, and facilities of the NAS, and finally, fully staffing and equipping the best people for this mission.

The FAA believes these three pillars will bring optimum safety, reliability, agility, and scalability to the nation’s airspace system.

In the RFS, the Performance Work Statement describes the role, responsibilities, and tasks of the prime integrator. The RFS also includes instructions for submitting a proposal as well as the criteria the agency will use for evaluating them, along with the Integrator accountability terms.

The FAA will respond to questions about the RFS on a rolling basis on September 9, 16, and 19. The Prime Integrator will be selected on or around October 31.

Details are available in the System for Award Management on the sam.gov website.
