TITLE 14, SECTION 91.141, OF THE CODE OF FEDERAL REGULATIONS,
AIRCRAFT FLIGHT OPER- ATIONS ARE PROHIBITED WITHIN 10 NMR BLW
18,000 FEET MSL OF 393853N/ 0772800W OR THE FDK351014.8 FROM
0409111415 (1015 LOCAL 09/11/04) UNTIL 0409121630 (1230 LOCAL
09/12/04), EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY
ATC: A. ALL AIRCRAFT OPERATIONS WITHIN 5 NMR BLW 12,500 FEET MSL
ARE PROHIBITED. MILITARY, LAW ENFORCEMENT, EMERGENCY MEDICAL
AIRCRAFT, AND WASHINGTON DULLES (IAD) ARRIVALS ON OR SOUTH OF THE
MRB 065R ARE EXEMPT FROM THESE PROVISIONS UNDER THE FOLLOWING
CONDITIONS: 1) AIRCRAFT MUST BE IN TWO-WAY RADIO COMMUNICATIONS
WITH ATC AND DISPLAY ASSIGNED BEACON CODE AT ALL TIMES WITHIN THE
TFR. 2) AVOID PROHIBITED AREA 40 UNLESS THE AIRCRAFT RECEIVES US
SECRET SERVICE AUTHORIZATION BY CALLING 703-395-5912. B. WITHIN THE
AIRSPACE BETWEEN 5 NMR AND 10 NMR, ALL AIRCRAFT SHALL: 1) BE ON AN
ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY ATC.
2) REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. END PART 1 OF

EGRESS AND TRANSIT ONLY. NO LOITERING. 4) FLIGHT TRAINING, PRACTICE
INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS,
PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS,
AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL FLIGHT
OPERATIONS, AND COMMERCIAL CARGO CARRIER OPERATIONS THAT FAIL TO
MEET OR EXCEED THE TSA DOMESTIC SECURITY INSPECTION PROGRAM
STANDARDS ARE NOT AUTHORIZED. 5) ALL AIRCRAFT DEPARTING FROM
PRIVATE AIRPORTS/AIR FIELDS MUST BE ON A HEADING AWAY FROM THE
CENTER OF THE P-40 AIRSPACE. NOTE: ALL US SECRET SERVICE CLEARED
AIRCRAFT OPERATORS BASED IN THE AREA SHOULD NOTIFY THE US SECRET
