AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN 10 NMR BLW 18000
FEET MSL OF 393853N/772800W OR THE FDK351014.8 FROM 0311072120
(1620 LOCAL 11/07/03) UNTIL 0311092100 (1600 LOCAL 11/09/03),
EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC: A. ALL
AIRCRAFT OPERATIONS WITHIN 5 NMR BLW 12500 FEET AGL ARE PROHIBITED
EXCEPT FOR MILITARY, LAW ENFORCEMENT, EMERGENCY MEDICAL AIRCRAFT,
AND WASHINGTON DULLES (IAD) ARRIVALS ON OR SOUTH THE MRB 065R ARE
EXEMPT FROM THESE PROVISIONS UNDER THE FOLLOWING CONDITIONS: 1)
