Sen. Moran Announces Hearing To Assess ATC Modernization Progress

Committee Meets December 17 To Evaluate Status Following Prime Integrator Selection

Senator Jerry Moran (R-KS), Chairman of the Senate Committee on Commerce, Science, and Transportation’s Subcommittee on Aviation, Space, and Innovation, announced his call to convene a hearing titled, “FAA’s Plan for ATC Modernization: Evaluating Progress, Ensuring Accountability and Results” on Wednesday December 17, at 2:30 pm EST.

The purpose of the hearing is to review the FAA’s plan for modernizing the air traffic control system, with a focus on how much progress has been made following the selection of Peraton as the Prime Integrator that will manage the project.

The hearing will also analyze how the $12.5 billion included in the One Big Beautiful Bill Act will be used to support implementation of the modernization plan.

The selection of Peraton to be the Prime Integrator was announced recently on December 4. The company was one of just two that submitted bids for the role after several other potential contenders decided to wait and bid for a subcontractor role with the winner.

When he announced the hearing, Sen. Moran said, “Our air traffic control system is in need of modernization, and Congress made a major investment in improving the system earlier this year and is working to continue investing in this effort through annual appropriations.”

He added, “I look forward to hearing from Administrator Bedford on next steps to implement a new air traffic control system, including the role of the recently announced Prime Integrator Peraton, additional resources needed and the current state of aviation safety.”

Sen. Ted Cruz, Chairman of the Senate Commerce Committee said, “In the One Big Beautiful Bill Act, Congressional Republicans provided the FAA a historic $12.5 billion investment to modernize an aging air traffic control system. This funding will ensure the FAA is equipped to invest in the latest telecommunications infrastructure, prevent outages, and upgrade radar systems that date back to the 1960s.

“Modernizing air traffic control is essential for keeping American skies safe; Secretary Duffy has already made quick progress – converting one-third of copper wire to more modern fiber, satellite, and wireless telecommunications infrastructure.”

Hearing details:

  • When: Wednesday, December 17, 2025, at 2:30 pm EST
  • Where: Committee Hearing Room, Russell 253
  • Livestream: Hearing will be streamed live on the Committee website and YouTube.
