[FAA mouthpiece Robert] "Johnson said Morris could have handled the problem better by contacting public affairs officials and complaining. 'Ultimately we have to use judgment and common sense,' he said. 'We'll find out if the guard did that in this case.'"

Source: a Washington Post story by Don Phillips, recounting some of cartoonist Wes Oleszewski's problems, when the father of Klyde Morris tried to photograph the FAA building. Johnson, you may note, said that "ultimately" he'd have to "use judgment and common sense" -- presumably after he'd tried everything else.

[So, Wes should have found a parking space, walked into the building, filled out a complaint form, waited for a ruling, and then -- maybe -- been allowed to take an "approved" picture?!?]
