EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC: A. ALL AIRCRAFT OPERATIONS WITHIN A 10 NMR AREA LISTED ABOVE ARE PROHIBITED EXCEPT FOR: 1.
