PURSUANT TO TITLE 14, SECTION 91.141 OF THE CODE OF FEDERAL REGULATIONS, AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED. WITHIN A 10 NMR OF 393853N/0772800W OR THE MRB055023.7 UP TO BUT NOT INCLUDING 18000 FT MSL EFFECTIVE 0512221800 UTC (1300 LOCAL 12/22/05) UNTIL 0512261530 UTC (1030 LOCAL 12/26/05). EXCEPT AS SPECIFIED BELOW: A. AIRCRAFT OPERATIONS ARE PERMITTED WITHIN THE AIRSPACE BETWEEN 5 NM RADIUS AND 10 NM RADIUS, PROVIDED THE FOLLOWING CONDITIONS ARE MET: 1. BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY ATC. 2. REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. 3. FLIGHTS WITHIN THIS AREA ARE FOR INGRESS, EGRESS AND TRANSIT ONLY. NO LOITERING. 4. ALL AIRCRAFT DEPARTING FROM PRIVATE AIRPORTS/AIR FIELDS MUST BE ON A HEADING AWAY FROM THE CENTER OF THE P-40 / R-4009 AIRSPACE. END PART 1 OF 4

FDC 5/1818 ZDC PART 2 OF 4 MD.. FLIGHT RESTRICTIONS B. WASHINGTON DULLES (IAD) ARRIVALS ARE AUTHORIZED UNDER THE FOLLOWING CONDITIONS: 1. REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT OPERATING UNDER ONE OF THE FOLLOWING TSA-APPROVED STANDARD SECURITY PROGRAMS/PROCEDURES: AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (AOSSP), DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP), TWELVE FIVE STANDARD SECURITY PROGRAM (TFSSP), OR ALL-CARGO INTERNATIONAL SECURITY PROCEDURE (ACISP). 2. THE AIRCRAFT REMAIN ON OR SOUTH OF THE MRB 065R. 3. BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY ATC. 4. REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. 5. AVOID PROHIBITED AREA 40 (P-40) / R-4009. C. WASHINGTON METRO AREA DEPARTURES ARE AUTHORIZED UNDER THE FOLLOWING CONDITIONS: 1. REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT OPERATING UNDER ONE OF THE FOLLOWING TSA-APPROVED STANDARD SECURITY PROGRAMS/PROCEDURES: AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (AOSSP), DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP), TWELVE FIVE STANDARD SECURITY PROGRAM (TFSSP), END PART 2 OF 4

BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY ATC. 3. REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. 4. AIRCRAFT MAY TRANSITION AT OR ABOVE 12,500 FEET MSL. D. APPROVED MILITARY, LAW ENFORCEMENT, EMERGENCY MEDICAL AIRCRAFT, ARE AUTHORIZED UNDER THE FOLLOWING CONDITIONS: 1. AIRCRAFT MUST BE IN TWO-WAY RADIO COMMUNICATIONS WITH ATC AND DISPLAY ASSIGNED BEACON CODE AT ALL TIMES WITHIN THE TFR. 2. AVOID PROHIBITED AREA 40 / R-4009 UNLESS THE AIRCRAFT RECEIVES US SECRET SERVICE AUTHORIZATION BY CALLING 703-563-3222/3229. E. FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, AND COMMERCIAL CARGO CARRIER OPERATIONS THAT FAIL TO MEET OR EXCEED THE TSA DOMESTIC SECURITY INSPECTION PROGRAM STANDARDS ARE NOT AUTHORIZED. NOTE: ALL US SECRET SERVICE CLEARED AIRCRAFT OPERATORS BASED IN THE END PART 3 OF 4
