PURSUANT TO TITLE 14, SECTION 91.141, OF THE CODE OF FEDERAL REGULATIONS, AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN 10 NMR BLW 18,000 FEET MSL OF 393853N/0772800W OR THE FDK351014.8 FROM 0412212020 (1520 LOCAL 12/21/04) UNTIL 0412261430 (0930 LOCAL 12/26/04) EXCEPT AS SPECIFIED BELOW: A. ALL AIRCRAFT OPERATIONS WITHIN 5 NMR BLW 12,500 FEET MSL ARE PROHIBITED EXCEPT MILITARY, LAW ENFORCEMENT, EMERGENCY MEDICAL AIRCRAFT, AND WASHINGTON DULLES (IAD) ARRIVALS ON OR SOUTH OF THE MRB 065R PROVIDED: 1) AIRCRAFT MUST BE IN TWO-WAY RADIO COMMUNICATIONS WITH ATC AND DISPLAY ASSIGNED BEACON CODE AT ALL TIMES WITHIN THE TFR. 2) AVOID PROHIBITED AREA 40 UNLESS THE AIRCRAFT RECEIVES US SECRET SERVICE AUTHORIZATION BY CALLING 202-395-5912. B. WASHINGTON METRO AREA SCHEDULED AIR CARRIER DEPARTURES ARE AUTHORIZED ABOVE 12,500 FEET MSL PROVIDED AIRCRAFT ARE IN TWO-WAY RADIO COMMUNICATIONS WITH ATC AND DISPLAY ASSIGNED BEACON CODE AT ALL TIMES WITHIN THE TFR, AND DONOT DIRECTLY OVERFLY P-40. C. WITHIN THE AIRSPACE BETWEEN 5 NMR AND 10 NMR, AIRCRAFT SHALL: 1) BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE BEACON CODE ASSIGNED BY ATC. END PART 1 OF 2

NO LOITERING. 4) FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, AND COMMERCIAL CARGO CARRIER OPERATIONS THAT FAIL TO MEET OR EXCEED THE TSA DOMESTIC SECURITY INSPECTION PROGRAM STANDARDS ARE NOT AUTHORIZED. 5) ALL AIRCRAFT DEPARTING FROM PRIVATE AIRPORTS/AIR FIELDS MUST BE ON A HEADING AWAY FROM THE CENTER OF THE P-40 AIRSPACE. NOTE: ALL US SECRET SERVICE CLEARED AIRCRAFT OPERATORS BASED IN THE AREA SHOULD NOTIFY THE US SECRET SERVICE PRIOR TO THEIR DEPARTURE. END PART 2 OF 2
