ASSESSMENT, SEARCH, RESCUE, RECOVERY AND RECONSTITUTION OPERATIONS ARE IN EFFECT IN THE FEMA-DELCARED DISASTER AREA ALONG THE GULF COAST FROM BATON ROUGE, LA EAST TO MOBILE, AL. KATRINA JOINT OPERATIONS AREA (JOA): 3100N/09100W, 3100N/08730W, 2830N/08730W, 2830N/09100W SURFACE UP TO BUT NOT INCLUDING 5000 MSL. PILOTS NOT PARTICIPATING IN FEMA OPERATIONS ARE ADVISED TO AVOID THE AIRSPACE ABOVE DUE TO THE HIGH VOLUME OF BOTH ROTARY AND FIXED WING AIRCRAFT.
