ONLY RELIEF ACFT OPERATIONS UNDER THE DIRECTION OF ANCHORAGE ARTCC (ZAN) ARE AUTHORIZED IN THE AIRSPACE SURFACE TO 12600 FEET MSL WITHIN A 5 NAUTICAL MILE RADIUS OF 680747N/1492840W.
