AD: HPH s. r.o. Gliders

AD NUMBER: 2019-04-01

PRODUCT: HPH s. r.o. Models Glasfügel 304C, Glasfügel 304CZ, and Glasfügel 304CZ-17 gliders.

ACTION: Final rule; request for comments.

SUMMARY: This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product.

The MCAI describes the unsafe condition as jamming between the double two-ring end of the towing cable and the deflector angles of the center of gravity (C.G.) release mechanism.

DATES: This AD is effective April 23, 2019. Comments must be received by May 20, 2019.

COST: The FAA estimates that this AD will affect 45 products of U.S. registry. Operators may incur the following costs in order to comply with this AD:

  • The FAA estimates it will take about 1 work-hour per product to measure the distance between the deflector angles. The average labor rate is $85 per work-hour for a cost of $85 per aircraft.
  • The FAA further estimates that any modification of the deflector angles that may be necessary as a result of the inspection will take about 4 work-hours and require parts costing $100, for a cost of $440 per product. The FAA has no way of determining the number of products that may need these actions.
