Twelve-Five Rule on Hold, Again

The NBAA reports, "TSA officials report that the February 1, 2003 compliance date for the Twelve-Five Standard Security Program (TFSSP) is being reviewed for extension, and that operators will not be held in violation on February 1 for the Fingerprint Criminal History Record Check (CHRC) and training requirements of the TFSSP.

"Specific information on both of these issues is contained in letters that the TSA is sending to regulated operators, Part 135 operators of aircraft at 12,500 pounds or more."

That rule will eventually put all Part 135 operators, and most of their employees, into another government database. The changes also entail a number of security protocols, which must be followed. Much of the information about these rules is secret, restricted to Part 135 operators only, because the TSA and FAA feel that disclosing them to the general public will only serve as a roadmap to those who would try to circumvent them.
