0401162015 UTC (1515 LOCAL 01/16/04) UNTIL 0401182100 UTC (1600
LOCAL 01/18/04). EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED
BY ATC: A. ALL AIRCRAFT OPERATIONS WITHIN 5 NMR BLW 12500 FEET AGL
ARE PROHIBITED EXCEPT FOR MILITARY, LAW ENFORCEMENT, EMERGENCY
MEDICAL AIRCRAFT, AND WASHINGTON DULLES (IAD) ARRIVALS ON OR SOUTH
