Fifty-year Lease Keeps Dillingham Airfield Open

New Lease Went Into Effect July 6

A 50-year lease was signed on Friday July 5 by U.S. Army Garrison Hawai’i Commander Col. Steve McGunegle, Hawai’i Governor Josh Green, M.D., and the Hawai’i Department of Transportation Director Ed Sniffen for Kawaihpai Airfield, known more widely as Dillingham Airfield (PHDH). 

The agreement, announced in a joint presser in the State Capitol’s Ceremonial Room, represents a noteworthy milestone for the state’s aviation infrastructure and the North Shore community.

Since 2020 the general aviation field had been under threat of the state’s intent to terminate the existing lease due to legal, ownership, and other issues. However, the shiny new lease means that Dillingham will continue to operate under a Joint Use Agreement and remain available for civilian and military flight training, skydiving, and more. In addition to solving the legal challenges, the lease also now makes the airport eligible for FAA grant funding assistance to support infrastructure improvements, a critical issue that was previously prohibited.

Negotiations over the fate of the airfield began more than a decade ago but Col. McGunegle’s leadership added momentum to the process along with the collaborative efforts of community stakeholders and local legislators.

Gov. Green, noting the benefits of the airfield to the local economy said, “For years, we’ve been wrestling with the future of what was formerly called Dillingham Airfield,” said Green. “With 26 businesses operating there and critical water needs, this lease ensures continued economic activity and stability for the North Shore community.”

Director Sniffen, commenting on the logistical benefits added, “This 50-year lease allows us to make long-term plans for Kawaihpai Airfield. It provides the stability needed to invest in infrastructure and support the 26 tenants and their 130 employees who rely on the airfield.”

The usefulness of the airfield for both civilian and military operations was highlighted by Col. McGunegle who said, “This joint effort between the Army Garrison Hawai‘i, Corps of Engineers Honolulu District, and the State of Hawai‘i represents our commitment to the local community. The airfield will continue to serve as a critical resource for military training and civilian aviation activities.”
