House Reaffirms Revision, President To Sign Into Law July 4
The General Aviation Manufacturers Association (GAMA) welcomed the final passage of the budget reconciliation bill that retained multiple provisions intended to promote the growth and sustainability of the nation’s aviation industry as well as revamp and upgrade the technologies and infrastructure of the air traffic control (ATC) system.
James Viola, President and CEO of GAMA, issued the following statement regarding the aviation-related provisions:
“GAMA appreciates the hard work that was put forth by Congress in the budget reconciliation package to grow and strengthen aviation manufacturing leadership and the overall aviation ecosystem. While more investment is needed, this bill provides a much-needed downpayment for modernizing the U.S. air traffic control system.
“It also provides tax incentives that allow for general aviation manufacturers to further champion innovation and safety, support jobs and spur economic growth. These tax incentives provide a catalyst for U.S. aerospace manufacturers to continue to lead on a global scale and contribute to our industry’s positive trade balance.”
The initial House version of the far-reaching budget legislation was passed on May 22 and went to the Senate. After a contentious debate the Senate passed its revised version on July 1, sending it back to the House for reaffirmation, which it did in a 218-214 vote on July 3.
President Donald J. Trump is scheduled to sign the legislation into law in a ceremony at the White House at 4 pm EDT on July 4, 2025.
The legislation as passed preserves $12.52 billion as a down payment on the overhaul of the nation’s ATC system. It will jump-start the replacement of aging ATC facilities, systems, and infrastructure, and is also intended to bolster controller staffing and training.
The legislation has had the continuous support of more than 50 aviation stakeholders comprising the Modern Skies Coalition of aviation associations, trade unions, manufacturers and others.
