Operating Restrictions and Requirements
No pilots may operate an aircraft in the areas covered by this
NOTAM (except as described).
Except as specified below and/or unless authorized by the Air
Traffic Security Coordinator via the Domestic Events Network
(DEN):
A. All aircraft operations within a 10 NMR area listed above are
prohibited except for:
Law enforcement and military aircraft directly supporting the
United States Secret Service (USSS) and the Office of the President
of the United States (POTUS) and regularly scheduled commercial
passenger and cargo aircraft arriving into and/or departing from
Waco Rgnl (ACT) Airport, TX. These aircraft shall avoid prohibited
area 49 (P-49) unless they receive USSS authorization by calling
253-982-4310.
FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC
FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG
GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL
POPULATION CONTROL FLIGHT OPERATIONS, AND BANNER TOWING OPERATIONS
ARE NOT AUTHORIZED.
For operations within the TFR, all medical flight operation
companies shall coordinate with the USSS prior to this NOTAM going
into effect to avoid potential delays.
B. Within the airspace between 10 NMR and 30 NMR listed
above:
All aircraft entering or exiting the 30 NM radius TFR shall be
on an active IFR or VFR flight plan with a discrete code assigned
by an Air Traffic Control (ATC) facility. Aircraft shall be
squawking the discrete code prior to departure and at all times
while in the TFR.
All aircraft entering or exiting the 30 NM radius TFR must
remain in two-way radio communications with ATC.
All aircraft operating between 10 NMR and 30 NMR listed above
and operating at altitudes of up to but not including FL180 are
limited to aircraft arriving or departing local airfields and ATC
may authorize transit operations. Aircraft may not loiter.
Flight training, practice instrument approaches, aerobatic
flight, glider operations, parachute operations, ultralight, hang
gliding, banner towing operations, agriculture/crop dusting,
balloon operations, animal population control flight operations,
and commercial cargo/carrier operations that fail to meet or exceed
the transportation security administrations domestic security
integrated program standards, aircraft operator standard security
program (AOSSP), full all-cargo standard security program (FACSSP),
model security program (MSP), twelve five standard security program
(TFSSP) all cargo, or all-cargo international security procedure
(ACISP) are not authorized.
All USSS cleared aircraft operators based in the area should
notify the USSS prior to their departure by calling
253-982-4310.
All aircraft departing from private airports/airstrips must be
on a heading away from P-49.
All medical flight operation companies shall coordinate with the
USSS prior to this NOTAM going into effect to avoid potential
delays when the NOTAM is in effect.
All Fort Hood U.S. Army flights will be provided discrete beacon
codes by local ATC and allowed to operate normally within the Fort
Hood airspace.
Approved military flights will be permitted to conduct practice
flight operations in the vicinity of Waco Rgnl Airport while under
the direction of ATC. Consult with local ATC for details.
C. Flight operations are authorized for all aircraft that
operate within a 4 NM radius of 310509N/0974111W or the
GRK057007.3(Skylark Field Airport) excluding R-6302A/B.
D. Flight operations are authorized in support of the Central
Texas Airshow within a 5 NM radius of 310909N/0972428W or the
TPL156003.5 (Draughon-Miller Central Texas Regional Airport) up to
and including 5000 MSL. Coordinate operations through Kendall

E. FAA recommends that all aircraft operators check NOTAMS
frequently for possible changes to this TFR prior to operations
within this region.
