SpaceX Says May Be Used As PED, With Caveats

SpaceX, provider of Starlink internet services and equipment, says the use of its Mini option in small aircraft does not have FAA approval or authorization, but it does function and may only be used as a portable electronic device.

Starlink emphasizes on its website that use of the Mini in this manner is neither certified nor approved by the FAA or any other civil aviation authority. The company recommends owners or pilots in the U.S. to contact their local FSDO with their questions and to become familiar with the FAA Advisory Circular 91.21-1D “Use of Portable Electronic Devices Aboard Aircraft”

SpaceX points out that the rule, specifically §91.21-B5 says “Any other portable electronic device that the operator of the aircraft has determined will not cause interference with the navigation or communication system of the aircraft on which it is to be used” to support the use of Starlink Mini in small aircraft.

The company states: “Ultimately, it is the responsibility of the aircraft operator to determine the antenna position and installation that is optimal, safe, and does not interfere with the operation of the aircraft.”

With all that said, some pilots have reported using the Mini dish in their aircraft and being able to receive download speeds of more than 100Mbps. In most cases this would require the antenna to be placed at the cockpit window for an adequate view of the open sky and Starlink satellites.

Starlink says the Mini dish can be used in the air on aircraft traveling at less than 100 kts with the Roam 50GB data plan, unlimited Roam plan, or Mobile Priority plan. Faster aircraft will require the Aviation Business Plan which starts at $2,500 per month.
