Russia Sends Notice To Suspend Missile Treaty

Did It Just Get Chilly In Here?

It appears relations have once again chilled between the United States and Russia, over the former's plans to build a missile defense shield in Europe.

Despite recent overtures by Russia to reach a compromise on the deal, involving "joint-use" of a missile base in Azerbaijan -- and what many thought was a successful summit three weeks ago between US President George W. Bush and Russia's Vladimir Putin (right) in Maine -- on Saturday, Putin sent notice to NATO his country no longer intends to be bound by the 1990 Conventional Forces in Europe Treaty.

The International Herald-Tribune reports Putin's move reflects suspicion over the United States' plan to construct a missile defense shield in Europe -- including in two former Soviet satellite states, Poland and the Czech Republic. Putin also appears to be playing to anti-American sentiment throughout Russia, as presidential elections loom next year.

A copy of Putin's decree, obtained by IHT, states Russia's suspension of the treaty will take effect in 150 days. The delay leaves the possibility of further talks open.

Russia's move isn't expected to trigger another Cold War -- at least, not yet. But Putin's move does show how deeply resentful the former Soviet Union remains to growing American influence in Europe.

Reaction from the White House expressed disappointment, but also hope the matter could be resolved.

"We're disappointed Russia has suspended its participation for now, but we'll continue to have discussions with them in the coming months on the best way to proceed in this area, that is in the interest of all parties involved and provides for security in Europe," said National Security Council spokesman Gordon Johndroe.

Russia has already taken steps to bolster its missile readiness. As ANN reported, in May Russia tested a new intercontinental ballistic missile, that a Kremlin official boasted could penetrate any defense system -- most notably, those now being tested by the US.

That test came as Putin warned US plans for an anti-missile shield over Europe would result in a "powder keg."
