Airborne 07.18.17: CBO--Costly H.R. 2997, Moon Express, Wipaire Aids ADS-B

The nation's Congressional Budget Office says that H.R. 2997 would be costly -- as noted in their official summary published late this week.

 The document notes that, “H.R. 2997 would establish a federally chartered, not-for-profit corporation (known as the American Air Navigation Services (AANS) Corporation) to assume responsibility for operating the U.S. air traffic control system, a function currently performed by the FAA. The proposed corporation would be governed by a 13-member board of directors composed of individuals representing certain aviation stakeholder groups. To finance the costs of providing air traffic services, the bill would authorize the corporation to charge fees to users of such services and to issue debt. This is SERIOUS Unmanned Vehicle technology! Moon Express, one of the competitors in the Google Lunar X Prize program, has unveiled plans to build a new family of spacecraft. The company's agreement with Rocket Labs, which is developing the Electron booster that will propel the Moon Express lander to the Moon in hopes of claiming the $20 million GLXP award, covers up to five launches. Following the initial mission, Moon Express has scheduled a launch in 2019 that would establish a robotic research base near the lunar south pole. In 2020, Moon Express hopes to mount the first commercial mission to return a lunar sample to Earth. Wipaire is doubling down on the FAA’s $500 ADS-B rebate for piston aircraft owners. Wipaire’s additional $500 rebate, which can be paired with the FAA program for a total of $1,000, is available to U.S.-registered single-engine piston fixed-wing manned airplanes registered before January 1, 2016. The Wipaire rebate is applied to installation charges for ADS-B equipment purchased through Wipaire and installed at Wipaire’s South St. Paul, MN or Leesburg, FL locations.
