ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF SAFETY INTERNATIONAL ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 3000 FEET AGL WITHIN A 1 NAUTICAL MILE RADIUS OF 303447N/1031941W AND THE FORT STOCKTON /FST/ VORTAC 208 DEGREE RADIAL AT 29 NAUTICAL MILES.
