Classic Aero-TV: Lycoming's Michael Kraft - No 'Downside' in Part 23 Re-Write

"An Alternate Means of Certification Under Part 23"...

While at EAA AirVenture 2013, ANN CEO and Editor-In-Chief, Jim Campbell had a chance to sit down with Michael Kraft, the Vice President and General Manager of Lycoming Engines. FAR part 23 is the regulation that is generally applied to the certification of general aviation aircraft that weigh less than 12,500 pounds. A move is afoot to revise FAR part 23 and the Campbell asked Kraft his opinion regarding the changes.

Kraft opined that the rewrite is needed because FAR 23 is an extension of regulations from the 1930s, 40s, and 50s. He said that trying to apply new technologies to the existing FAR 23 is difficult and cumbersome. He looks forward to a new FAR 23 that sets standards but allows the industry to have more say in the design and implementation of new technologies.

Kraft also explained that a rewrite of FAR 23 could make it easier to get supplemental type certificates for modifications and upgrading of older aircraft. Kraft expanded on other details and this video is a must view for anyone interested in the future of general aviation.
