U.S. DOT Accelerates RFS For New ATC System

Revised Proposal Deadline July 25, Two Weeks Earlier Than Original

In June 2025 the U.S. Department of Transportation and the FAA held a forum they called Industry Days, intended to bring together innovators to help guide the building of a brand-new world-class air traffic control system.

“This is the most important infrastructure project in the United States,” stated Secretary of Transportation Sean P. Duffy to commence the start of Industry Days along with several hundred attendees from industry who listened to Duffy and other officials discuss the current state of the system and where the agency wants it to go.

Attendees also had the opportunity to tour the William J. Hughes Technical Center for Advanced Aerospace to view current and emerging air traffic technologies.

During the forum the FAA announced its Request for Solutions, or RFS, for companies interested in participating in the initial part of the project which would define how the management process would be run by an Integrator. The initial deadline for responses was to have been 30 days after issuance or approximately August 11.

However, the FAA has accelerated the RFS timeline to reflect the imminent initial funding approved by Congress on July 3 and the 3-4 year deadline for the Brand New Air Traffic Control System.

The new date for the final RFS to be published will be July 11 with proposals due at 4 pm EDT on July 25, 2025. Proposals should contain recommendations on which Integrator model the proposer thinks would work best in interactions between the FAA and contractors.

The management models include the Prime Integrator who would be responsible for all contracts, development, and implementation. In the Non-Prime Integrator model the FAA would retain all contracts but the Integrator would oversee them on behalf of the FAA. The Hybrid Prime Integrator model combines features of both.
