No GA Flights Into Washington ADIZ
Happy Holidays. This is just in from
the FAA in Washington:
As a result of the 2005 Presidential Inauguration in Washington,
DC, on January 20, 2005, the FAA, at the request of the Department
of Homeland Security and Department of Defense, as part of the
airspace security measures, shall modify the restrictions to the
Washington DC Metropolitan Area Air Defense Identification Zone
(ADIZ) and Washington DC Metropolitan Area Flight Restricted Zone
(FRZ) with flight restrictions as follows:
Washington DC Metropolitan Area ADIZ definition: From the
surface up to but not including FL180 within the outer boundary of
the Washington DC Tri-area Class B Airspace Area and the additional
airspace contained within the area bounded by a line beginning at
383712N/0773600W, then counter-clockwise along the 30 mile arc of
the DCA VOR/DME to 384124N/0762548W, then west along the southern
boundary of the tri-area Class B to the point of beginning.
1. Only authorized law enforcement and military aircraft
supporting the US Secret Service and emergency services flights
shall be permitted to operate and land/depart within the ADIZ.
2. No General Aviation aircraft are authorized to operate within
the Washington ADIZ on January 20, 2005, between 1000-1800 local,
except IFR aircraft landing/departing IAD or BWI.
3. All flight waivers to operate within the ADIZ are suspended
during the hours listed in line two (2) above.
4. No General Aviation overflights within the ADIZ will be
authorized.
5. Only authorized CFR Part 121 and CFR Part 125 regularly
scheduled commercial passenger and cargo flights departing/landing
or over flying within this area can expect to receive authorization
and clearance.
Washington DC FRZ definition: From the surface up to but not
including FL180 within an area beginning at the Washington
DCA/VOR/DME 300 degree radial at 15NM (385655N/0772008W), then
clockwise along the DCA 15NM arc to the DCA 022 at 15NM
(390611N/0765751W) southeast to the DCA 049 at 14NM
(390218N/0765038W) south to the DCA 064 at 13NM (385901N/0764832W),
then clockwise along the DCA 13NM arc to the DCA 282 at 13NM
(385214N/0771848W), then north to the beginning. The FRZ is within
and part of the Washington ADIZ.
1. Only authorized law enforcement and military aircraft
supporting the US Secret Service and emergency services flights
shall be permitted to operate and land/depart within the FRZ.
2. All flight waivers to operate within the FRZ are suspended
during the hours of 1000-1800 on January 20, 2005, except ELO, GOV
and SPO aircraft.
3. Only authorized CFR Part 121 and CFR Part 125 regularly
scheduled commercial passenger and cargo flights that meet or
exceed the Transportation Security Administration approved Aircraft
Operator Standard Security Program (AOSSP), Administration Domestic
Security Inspection Program (DSIP), Twelve Five Standard Security
Program (FFSSP), or All-Cargo International Security Procedure
(ACISP) will receive authorization to land/depart within the
FRZ.

In Addition, Aircraft Receiving Authorization to Operate within
the ADIZ/FRZ shall be required to:
1. Be on an active IFR flight plan.
2. Have a discrete transponder code assigned by ATC.
3. Remain in continuous two-way communications with ATC.
Aircraft Entering/Operating within the ADIZ/FRZ Without
Authorization may be Intercepted by military or US Customs aircraft
and diverted to:
1. Easton, MD (ESN), Stafford, VA (RMN) or Carroll County, MD
(DMW) Airports for questioning by Federal Law Officers. Special
Flights or Operations not authorized ANYWHERE within the ADIZ/FRZ

GA AIRCRAFT ARRIVING AND/OR DEPARTING DULLES INTERNATIONAL AIRPORT
(IAD) AND BALTIMORE WASHINGTON INTERNATIONAL AIRPORT (BWI) IF THOSE
AIRCRAFT ARE ON AN IFR FLIGHT PLAN, ON AN ASSIGNED DISCRETE BEACON
CODE AND REMAIN IN CONSTANT TOW-WAY COMMUNICATIONS WITH ATC.
(2) LAW ENFORCEMENT AND MILITARY AIRCRAFT DIRECTLY SUPPORTING
THE UNITED STATES SECRET SERVICE (USSS) AND THE OFFICE OF THE
PRESIDENT OF THE UNITED STATES (POTUS) ARE AUTHORIZED TO OPERATE IN
THE ADIZ AND FRZ.
(3) REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT
THAT MEET OR EXCEED THE TSA’S DOMESTIC SECURITY INSPECTION
PROGRAM STANDARDS AND ARE ARRIVING INTO AND/OR DEPARTING FROM
BALTIMORE-WASHINGTON INTL, MD (BWI), WASHINGTON DULLES INTL, VA
(IAD) AIRPORTS ARE AUTHORIZED IN THE ADIZ ; ARRIVING/DEPARTING
RONALD REAGAN WASHINGTON NATIONAL AIRPORT (DCA) ARE AUTHORIZED
WITHIN THE ADIZ AND FRZ.
(4) ALL WAIVERS TO FDC NOTAM 3/2126 ARE SUSPENDED DURING THE
TIME OF THIS NOTAM EXCEPT FOR WAIVERS BEGINNING WITH ELO AND
SPO.
(5) THE PROVISIONS OF FDC NOTAMS 3/0853 MARYLAND 3; 3/2943 VFR
TRAFFIC PATTERN OPERATIONS AT CERTAIN AIRPORTS; 3/0539
INGRESS/EGRESS PROCEDURES FOR BAY BRIDGE (W29) AND KENTMORE (3W3)
IN MARYLAND; AND 3/0540 EGRESS PROCEDURES FOR CERTAIN AIRPORTS
WITHIN THE WASHINGTON, DC METROPOLITAN AREA ADIZ ARE TEMPORARILY
SUSPENDED DURING THE TIME OF THIS NOTAM.
(6) EMERGENCY MEDICAL FLIGHTS ARE AUTHORIZED TO OPERATE VFR IN
THE ADIZ AND FRZ. EMERGENCY MEDICAL FLIGHTS MUST REMAIN IN TWO-WAY
RADIO COMMUNICATIONS WITH ATC AND BE ON AN ASSIGNED DISCRETE BEACON
CODE.
(7) ALL AIRCRAFT ENTERING OR EXITING THE ABOVE LISTED AIRSPACE
MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC AND BE ON AN
ASSIGNED DISCRETE BEACON CODE.
(8) ALL US SECRET SERVICE CLEARED AIRCRAFT OPERATORS BASED IN
THE AREA SHOULD NOTIFY THE US SECRET SERVICE PRIOR TO THEIR
DEPARTURE AT 703-563-3222. D. IT IS RECOMMENDED THAT ALL AIRCRAFT
OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE REQUIRED CHANGES TO
THIS TFR PRIOR TO OPERATIONS WITHIN THIS REGION.
