Columnist: PBOR 2 Could Affect Air Safety

Says Some Provisions Swing Too Far In Favor Of The Pilot Community

Not everyone is thrilled about the introduction of the Pilots Bill of Rights 2 (PBOR 2) in the U.S. House and Senate last month.

Among those with a guarded reaction is Forbes Columnist John Goglia, who writes in a recent issue that the bill could adversely affect air safety.

Goglia supports the elimination of the 3rd class medical, which he says is prohibitively expensive both for pilots and the government without delivering "meaningful" safety benefits. But he says that other provisions of the law will make it more difficult for the FAA to take action against those to violate rules.

He cites specifically the provisions limiting the FAA's ability to request documents from entities under investigation, and a change in the appeals process involving suspension of airman privileges which would allow them to be made in federal and district courts rather than solely before the NTSB.

Goglia says that not only would that be more time consuming and costly to the taxpayers, but it could remove the NTSB, and its expertise in aviation, from the process.
