ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF THE FEDERAL AVIATION ADMINISTRATION ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 3000 FEET AGL WITHIN A 3 STATUTE MILE RADIUS OF 3956N/7644W AND THE LANCASTER /LRP/ VORTAC 252 DEGREE RADIAL AT 23 NAUTICAL MILES. THE ETSU, RON RUGGERI 530 AIRSPACE OPERATION BRANCH PHONE (718)553-3497, IS IN CHARGE OF THE OPERATION.
