EXCEPT AS AUTHORIZED BELOW, AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN A 3O NAUTICAL MILE RADIUS, UP TO BUT NOT INCLUDING FLIGHT LEVEL 180 (FL180), OF 422127N/0705922W OR THE BOSTON VORTAC (DEPICTED ON AERONAUTICAL CHARTS AS THE 30NM MODE C VEIL), FROM 0407261100 UTC (0700 LOCAL ON JULY 26, 2004) UNTIL 0407300600 UTC (0200 LOCAL ON JULY 30, 2004). EXCLUDING THE AIRSPACE WITHIN THE MANCHESTER (MHT) AIRPORT CLASS C AIRSPACE AREA AND THE NASHUA (ASH) BOIRE FIELD CLASS D AIRSPACE AREA, WITHIN A 10NMR, UP TO BUT NOT INCLUDING FL180, OF 422127N/0705922W OR THE BOSTON VORTAC; FROM 0407261100 UTC (0700 LOCAL ON JULY 26, 2004) UNTIL 0407300600 UTC (0200 LOCAL ON JULY 30, 2004), A. ALL AIRCRAFT OPERATIONS WITHIN THE 10 NMR AREA DESCRIBED ABOVE ARE PROHIBITED EXCEPT FOR: 1. LAW ENFORCEMENT, MILITARY AIRCRAFT DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS) AND EMERGENCY MEDICAL FLIGHTS. ALSO, REGULARLY SCHEDULED PART 121 & 129 COMMERCIAL AND PART 125 PASSENGER AIRCRAFT OPERATING IN COMPLIANCE WITH THEIR APPROVED TRANSPORTATION SECURITY END PART 1 OF 3

FDC 4/7295 ZBW PART 2 OF 3 FLIGHT RESTRICTIONS BOSTON, MASSACHUSETTS, ADMINISTRATION (TSA) AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (AOSSP) AND CARGO AIRCRAFT THAT MEET OR EXCEED THE TRANSPORTATION SECURITY ADMINISTRATIONS DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP) AND ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS. 2. ALL EMERGENCY MEDICAL FLIGHT OPERATIONS SHALL BE COORDINATED IN ADVANCE WITH THE FAA, THROUGH BOSTON MEDFLIGHT, AT 800-233-8998, TO AVOID POTENTIAL DELAYS. 3. PROCEDURES SET FORTH IN PART B. BELOW ALSO APPLY TO ALL AIRCRAFT OPERATING WITHIN THE 10 NMR AREA. B. PROCEDURES FOR AIRCRAFT OPERATING WITHIN THE AREA DESCRIBED ABOVE FROM 10 NMR TO 30 NMR: 1. ALL AIRCRAFT ENTERING OR EXITING THE 30 NMR TFR SHALL BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN, FILED WITH AN AFSS (NO DUATS FLIGHT PLANS) 2. ALL AIRCRAFT SHALL OBTAIN A DISCRETE BEACON CODE FROM AN ATC FACILITY AND BE SQUAWKING THE DISCRETE CODE PRIOR TO DEPARTURE AND AT ALL TIMES WHILE IN THE TFR. 3. ALL AIRCRAFT ENTERING OR EXITING THE 30 NMR TFR MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. END PART 2 OF 3

FDC 4/7295 ZBW PART 3 OF 3 FLIGHT RESTRICTIONS BOSTON, MASSACHUSETTS, 4. OPERATIONS ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS. AIRCRAFT MAY NOT LOITER. 5. FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, FISH SPOTTERS, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, BANNER TOWING OPERATIONS, NEWS MEDIA, TRAFFIC REPORTING, AND UTILITY LINE/PIPELINE INSPECTION FLIGHTS ARE NOT AUTHORIZED. 6. COMMERCIAL CARGO CARRIER OPERATIONS THAT FAIL TO MEET OR EXCEED THE TSAS DOMESTIC SECURITY INTEGRATION PROGRAM STANDARDS ARE NOT AUTHORIZED. 7. ALL EMERGENCY MEDICAL FLIGHT OPERATIONS SHALL BE COORDINATED IN ADVANCE WITH THE FAA, THROUGH BOSTON MEDFLIGHT, AT 800-233-8998, TO AVOID POTENTIAL DELAYS. C. IT IS RECOMMENDED THAT ALL AIRCRAFT OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE CHANGES TO THIS TFR PRIOR TO OPERATING WITHIN THIS REGION. END PART 3 OF 3
