UK CAA To Shift To Performance-Based Safety Regulations

Process Will Take Up To Two Years, Officials Say

The Civil Aviation Authority in the UK will become a performance-based regulator in the wake of a series of reports on North Sea helicopter accidents, according to Mark Swan, the Authority's director of Safety and Airspace Regulation.

Rotor & Wing reports that Swan's comments came during the first day of the Royal Aeronautical Society’s Technology: Friend or Foe conference held July 3-4 in London. Swan said that the CAA wants to focus on risk first when crafting regulations, a process that is six months along and could take an additional 18 months.

Swan said that technology complexity issues may not be properly addressed by the industry and operators, and that human factors are a key component in the equation.

He said that the CAA had wanted to produce its report quickly in order to get safety measures, such as the newly-approved emergency breathing apparatus, in the shortest time possible.
