US Reps Push Congress to Reinvest in Sustainable Fuels

Representatives Davids, Flood, Carter, and Mann Introduce SAF Act

Four US Representatives are taking another swing at getting Sustainable Aviation Fuel (SAF) legislation into government… and hopefully this time, it’ll stick. The Securing America’s Fuels (confusingly, also referred to as SAF) Act was introduced in the House by Reps Sharice Davids, Mike Flood, Troy Carter, and Tracey Mann on December 9.

The SAF Act aims to bolster the existing framework under the 45Z Clean Fuel Production Tax Credit. In its original state, the credit offered up to $1.75 per gallon based on emissions reduction in an effort to make domestic SAF production viable. However, recent legislation drastically chopped the SAF credit, bringing manufacturers back to square one.

If passed, the new provision would reverse the SAF credit cut and keep the 45Z tax credit in effect through 2033. This hopes to give SAF manufacturers time to breathe and grow without worrying about a primary source of stability being swept out from under them.

“The SAF Act ensures that clean fuel production incentives are strong and long-term so businesses, farmers, and innovators can plan for the future with confidence,” said Kansas Representative Sharice Davids. “The bipartisan support shows the incredible potential we have to build a healthier, stronger, and more prosperous future for generations to come.”

While introducing the bill, the four gave the House an incentive of its own. They claim that, if SAF is properly scaled, it could open the door to 33,000 construction jobs over five years, 4,500 permanent roles, and 60,000 agriculture and logistics positions before the decade’s end. It would also support the nation’s sustainability goals by cutting lifecycle greenhouse gas emissions by as much as 80 percent using bio-based feedstocks.

“America is on the cusp of the next great biofuels revolution,” said Representative Mike Flood. “The Securing America’s Fuels Act is yet another way Congress can grow our bio economy and encourage innovation that creates great jobs across rural America.”
