ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF THE VA PUBLIC WORKS ARE ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 1000 FEET AGL WITHIN A 3 NAUTICAL MILE RADIUS OF 381923N/0772923W AND THE BROOKE /BRV/ VORTAC 272 DEGREES RADIAL AT 6.5 NAUTICAL MILES.
