Dutch Report Says Missile Downed MH17

Document Does Not Conclude Which Side Fired The Missile

A report from the Dutch Safety Board says that Malaysian Airlines Flight MH17 was brought down by a Russian-made Buk missile, but does not say who might have fired the shot.

According to the board's final report, "the in-flight disintegration of the airplane near the Ukrainian/Russian border was the result of the detonation of a warhead. The detonation occurred above the left-hand side of the cockpit."

The reports says that the airspace should have been closed.

According to the BBC, the board cannot place blame under rules the govern such international accident investigations.

Both the Russian and Ukrainian militaries use Buk missiles, and an investigation into which side targeted the airliner is ongoing. Ukraine and some Western officials say the missile was brought from Russia into rebel-held territory and launched there, but Russia rejects that premise. Russian officials say the evidence points to a missile fired by Ukrainian forces.
