PURSUANT TO 14 CFR SECTION 99.7, SPECIAL SECURITY INSTRUCTIONS, ALL AIRCRAFT OPERATIONS ARE PROHIBITED BELOW 4000 FEET MSL OVER THAT PORTION OF MANHATTAN ISLAND FROM 23RD STREET TO 96TH STREET, BETWEEN THE EAST RIVER AND HUDSON RIVER, AS DESCRIBED BY THE FOLLOWING COORDINATES: 404407N/0735820W (LAGUARDIA (LGA) VOR/DME 255 DEGREE RADIAL AT 5.1 NM) TO 404503N/0740040W (LAGUARDIA (LGA) VOR/DME 271 DEGREE RADIAL AT 6.3 NM) TO 404440N/0735843W (LAGUARDIA (LGA) VOR/DME 283 DEGREE RADIAL AT 4.8 NM) 404656N/0735629W (LAGUARDIA (LGA) VOR/DME 291 DEGREE RADIAL AT 3 NM), TO POINT OF BEGINNING, EXCEPT AS SPECIFIED BELOW: 1.LAW ENFORCEMENT, MILITARY AIRCRAFT AND EMERGENCY MEDICAL FLIGHTS ARE AUTHORIZED.
