State Of The Union Puts Added Emphasis On ADIZ, FRZ
Operations
Aero-News has received word
ahead of Tuesday's planned 2007 State of the Union Address in
Washington, DC that the FAA -- at the request of the Department of
Homeland Security and Department of Defense -- will be modifying
the Washington Air Defense Identification Zone (ADIZ) and
Washington Metropolitan Flight Restriction Zone (FRZ) with
additional flight restrictions between the hours of 2000-2300
local.
The following restrictions will apply:
Washington DC ADIZ Restrictions: From the surface up to but not
including FL180 within the outer boundary of the Washington DC
Tri-area Class B Airspace Area and additional airspace contained
within the area bounded by a line beginning at 383712N/0773600W
counter-clockwise along the 30 mile arc of the DCA VOR/DME to
384124N/0762548W west along the southern boundary of the tri-area
Class B to the point of beginning.
- Only authorized DOD, and Federal/State/Local Law
Enforcement/Aeromedical operations are permitted within the ADIZ
with prior coordination and approval from the Air Security
Operations Center (ASOC).
- General Aviation aircraft on an IFR flight Plan arriving and/or
departing Dulles International Airport (IAD) and Baltimore
Washington International Airport (BWI) may be authorized.
- No General Aviation transits flights will be authorized to
operate within/through the Washington ADIZ.
- All flight waivers to operate within the ADIZ/FRZ are suspended
except waivers beginning with ELO, GOV or SPO.
- Only authorized CFR Part 121 and CFR Part 129 regularly
scheduled commercial passenger and all-cargo flights that MEET OR
EXCEED the Transportation Security Administration approved Aircraft
Operator Standard Security Program (AOSSP), Domestic Security
Inspection Program (DSIP), Twelve-Five Standard Security Program
(TFSSP), or All-Cargo International Security Procedure (ACISP) and
DOS Foreign Aircraft issued a diplomatic clearance are authorized
to operate within the ADIZ.
- The provisions of FDC NOTAM 6/2550 VFR traffic pattern
operations at certain airports, ingress/egress procedures for Bay
Bridge (W29) and Kentmore (3W3) in Maryland, and egress procedures
for certain airports within the Washington, DC metropolitan area
ADIZ are temporarily suspended during the time of this NOTAM.
Washington DC FRZ Restrictions:
From the surface up to but not including FL180 beginning at the
Washington DCA/VOR/DME 300 degree radial at 15NM 385655N/0772008W
clockwise along the DCA 15NM arc to the DCA 022 at
15NM390611N/0765751W southeast to the DCA 049 at
14NM390218N/0765038W south to the DCA 064 at 13 38590N/0764832W
clockwise along the DCA 13NM arc to the DCA 282 at 13
385214N/0771848W north to the beginning. The FRZ is within and part
of the Washington ADIZ.
- Only authorized DOD, and Federal/State/Local Law
Enforcement/Aeromedical operations are permitted within the FRZ
with prior coordination and approval from the Air Security
Operations Center (ASOC).
- All flight waivers to operate within the FRZ are suspended
except waivers beginning with ELO, GOV or SPO.
- Only authorized CFR Part 121 and CFR Part 129 regularly
scheduled commercial passenger and all-cargo flights that MEET OR
EXCEED the Transportation Security Administration approved Aircraft
Operator Standard Security Program (AOSSP), Domestic Security
Inspection Program (DSIP), Twelve-Five Standard Security Program

- The provisions of FDC NOTAM 6/0223 Maryland 3 airports, are
temporarily suspended.
In Addition, Aircraft Receiving
Authorization to Operate within the ADIZ/FRZ shall be required
to:
- Be on an active IFR flight plan.
- Have a discrete transponder code assigned by ATC.
- Remain in continuous two-way communications with ATC.
Aircraft Entering/Operating within the ADIZ/FRZ Without
Authorization may be Intercepted by military or U.S. Customs
aircraft and diverted to:
- Easton, MD (ESN), Stafford, VA (RMN) or Carroll County, MD
(DMW) Airports for questioning by Federal Law Officers.
Special Flights or Operations not authorized ANYWHERE
within the ADIZ/FRZ

Population Control-Utility line/pipe inspection flights-Banner
Tow–Parachute–Ultralights-Practice
Approaches–Aerobatic-Hang Gliding-Crop
Dusting-Seaplanes-Model Aircraft-Unmanned Aircraft Systems.
