Large Scale Project Begins Next Month, Will Continue Into 2017
A large-scale runway construction and rehabilitation plan at KLAX will begin in March 2015, and continue into 2017. The construction will take place in the five phases.
Phase one involves the closure of Runway 25L/07R from March 6 to April 7, 2015. All-day, national ground delay programs with expected departure clearance times (EDCTs) should be anticipated whenever IMC weather is forecast to last through the majority of the day. International flights are exempt from EDCTs. Morning only ground delay programs can be expected when morning IMC conditions are forecast to clear by late morning.
Departure delays are likely during peak times due to the reduced departure rates. Longer taxi times are possible due to the reduced capacity of the South Runway Complex. FBOs are located on the south side of the airport.
The rest of the project is planned as follows:
- Phase 2 – Runway 24R/6L Closure – July 2015 through October 2015 (four-month closure)
- Phase 3 – Runway 24L/6R Shortened – December 2015 through September 2016 (10 months)
- Phase 4 – Runway 25R/7L Shortened – October 2016 through December 2017 (three months)
- Phase 5 – Runway 25R/7L Closure – January 2017 through April 2017 (four-month closure)
Dates and times are approximate and subject to change.
During times when LAX is down to a three-runway operation, air traffic control traffic management initiatives are possible. These TMIs may include time-based metering, miles in trail, ground delay programs and/or ground stops. The arrival and departure rates will be more greatly reduced during times of IMC conditions. During IMC conditions, it is likely that a ground delay program at LAX will be implemented. During the ground delay program, flights operating domestically and from Canada will receive expected departure clearance times.
