SF Bay Area Town Fine Tunes Settlement Over Oakland International

New Language Could Allow For Second ILS

San Leandro (CA) city officials are taking another look at an addendum to their four-year old settlement with the Oakland Port Authority over an ILS system and a noise abatement agreement stemming from plans to expand Oakland International Airport.

As part of the deal, the port authority agreed to "insulate" about 200 San Leandro homes against airport noise, according to the Daily Review newspaper. In return, the 2000 agreement allows Oakland International to add 12 gates, a new terminal and a 6,000 space parking garage between now and 2010.

The agreement also gives the airport the option of moving an ILS from Runway 27 Right to 27 Left. The addendum gives the airport the choice of moving the ILS or adding a new one, with the provision that it doesn't increase air traffic at the airport's North Field.

Both the port authority and the city have agreed to work with the FAA on noise abatement issues -- especially those stemming from night traffic at North Field. That same policy, under the addendum, would not only cover larger jet aircraft, but would include regional jets.

The number of homes insulated against airport noise could be increased.

The addendum is expected to pass when the San Leandro City Council meets Monday night at 2100 local.
