Despite recent overtures by Russia to reach a compromise on the deal -- and what many thought was a successful summit three weeks ago between US President George W. Bush and Russia's Vladimir Putin in Maine -- on Saturday, Putin sent notice to NATO his country no longer intends to be bound by the 1990 Conventional Forces in Europe Treaty.
