"We also believe that a cost-based revenue structure would
provide incentives to our customers to use limited resources
efficiently... [and] we believe that the revenue stream that
currently funds the FAA is not tied to the cost of the services and
that there is a need for funding reform. FAA’s workload
continues to increase. The current system, largely based on the
ticket tax, provides no nexus between the actual workload of
controlling flights and providing other services and how they are
paid for. It is time for change."
