ALL AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN A FIVE NAUTICAL MILE RADIUS OF 324945N/1154018W (IMPERIAL /IPL/ VORTAC 287 DEGREE RADIAL AT 9.5 MILES) FROM THE SURFACE TO 15,000 FEET MSL. EXCLUDING THAT AIRSPACE WITHIN 1.5 NAUTICAL MILE RADIUS OF IMPERIAL COUNTY AIRPORT BELOW 1,500 FEET AGL AND EXCLUDING AIRSPACE ABOVE 8,000 FEET MSL SOUTH OF INTERSTATE 8.
