EFFECTIVE: 0509131730 UTC (1330 LOCAL ON SEPTEMBER 13, 2005) UNTIL 0509142300 UTC (1900 LOCAL ON SEPTEMBER 14, 2005) WITHIN A 7 NMR OF 404501N/0735938W OR THE LGA VOR/DME 263 RADIAL 6 NM FROM THE SURFACE, UP TO BUT NOT INCLUDING FL180, EXCLUDING A 2 NMR OF 405055N/0740344W OR THE TEB VOR/DME AT AND BELOW 2000 FEET MSL. EXCEPT AS DESCRIBED IN PART A. BELOW. ALL AIRCRAFT OPERATIONS ARE PROHIBITED WITHIN NEW YORK CLASS B AIRSPACE, FROM THE SURFACE, UP TO BUT NOT INCLUDING FL180, EXCEPT AS DESCRIBED IN PART B. BELOW. THIS AREA IS DEPICTED ON THE AREA DEFINED BY THE NEW YORK VFR TERMINAL AREA CHART, AS THE CLASS B AIRSPACE LGA 20 NM, JFK 20 NM, AND EWR 20 NM BOUNDARIES. THE AIRSPACE WITHIN A 3 NMR OF 404400N/ 0732330W OF THE DPK VOR/DME 241 RADIAL 5 NM, AT AND BELOW 2000 FEET MSL AND THE AIRSPACE WITHIN A 3 NMR OF 410500N/0734125W OR THE CMK VOR/DME 215 RADIAL 13 NM AT AND BELOW 2000 FEET MSL, IS EXCLUDED FOR ARRIVALS AND DEPARTURES ONLY TO/FROM FARMINGDALE REPUBLIC, NY /FRG/ AND WESTCHESTER COUNTY, NY /HPN/ AIRPORTS. A. INNER AREA ALL AIRCRAFT OPERATIONS ARE PROHIBITED WITHIN A 7 NMR END PART 1 OF 5

OF 404501N/0735938W OR THE LGA VOR/DME 263 RADIAL 6 NM, FROM THE SURFACE, UP TO BUT NOT INCLUDING FL180, EXCEPT FOR THE FOLLOWING OPERATIONS AND AS DESCRIBED BELOW: 1. LAW ENFORCEMENT , MILITARY AIRCRAFT , FAA FLIGHT CHECK AIR- CRAFT, EMERGENCY MEDICAL FLIGHTS AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AIRCRAFT OPERATING IN COMPLIANCE WITH THEIR APPROVED TRANSPORTATION SECURITY ADMINISTRATION (TSA) AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (AOSSP) OR MODEL SECURITY PROGRAM (MSP) AND ALL-CARGO AIRCRAFT OPERATING IN COMPLIANCE WITH THEIR DOMESTIC SECURITY INTEGRATED PROGRAM (DISP), TWELVE-FIVE STANDARD SECURITY PROGRAM (TFSSP), OR ALL- CARGO INTERNATIONAL SECURITY PROCEDURE (ACISP) AND ARE ARRIV- ING INTO AND/OR DEPARTING FROM LGA, EWR, AND JFK. 2. ALL EMERGENCY MEDICAL FLIGHT OPERATIONS SHALL BE COORDINATED IN ADVANCE WITH THE FAA SUPERVISOR AT THE NEW YORK TRACON, AT (516) 683-2984 TO AVOID POTENTIAL DELAYS. 3. ALL AIRCRAFT SHALL SQUAWK A DISCRETE TRANSPONDER CODE ASSIGNED BY ATC. ALL AIRCRAFT SHALL SQUAWK THE DISCRETE TRANSPONDER CODE PRIOR TO DEPARTURE AND AT ALL TIMES WITHIN THE TFR. IN THE EVENT OF A TRANSPONDER FAILURE, THE PILOT SHALL ADVISE ATC END PART 2 OF 5

FDC 5/8268 ZNY PART 3 OF 5 FLIGHT RESTRICTIONS NEW YORK METRO AREA, NY. AND ATC WILL PROVIDE THE MOST DIRECT COURSE TO OUTSIDE THE LATERAL LIMITS OF THE TFR. 4. ALL AIRCRAFT MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. B. OUTER AREA PROCEDURES FOR AIRCRAFT OPERATING WITHIN THE NY CLASS B TFR FROM 7 NMR TO THE CLASS B 20 NM BOUNDARY, FROM FLIGHT RESTRICTIONS THE SURFACE, UP TO BUT NOT INCLUDING FL180, ARE LISTED BELOW: 1. FIXED WING AIRCRAFT SHALL BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN FILED WITH AN AFSS. 2. ALL AIRCRAFT SHALL SQUAWK A DISCRETE TRANSPONDER CODE ASSIGNED BY ATC. ALL AIRCRAFT SHALL SQUAWK THE DISCRETE TRANSPONDER CODE PRIOR TO DEPARTURE AND AT ALL TIMES WITHIN THE TFR. IN THE EVENT OF A TRANSPONDER FAILURE, THE PILOT SHALL ADVISE ATC AND ATC WILL PROVIDE THE MOST DIRECT COURSE TO OUTSIDE THE LATERAL LIMITS OF THE TFR. 3.
