"If helicopters have to add a few extra minutes onto their flight by flying over water, so be it. There’s no reason [the FAA] shouldn't [enact the proposed legislation]."

Source: US Sen. Charles Schumer (D-NY), demanding that helicopters be banned from flying low over Long Island, NY. Instead, he demands they fly over water and has made his request in writing to FAA  Administrator Marion Blakey.
