NBAA Welcomes Key Aviation-Focused Provisions in House Infrastructure Bill

H.R.2 Now Advances To The Senate

NBAA has welcomed passage of legislation in the U.S. House of Representatives that includes priorities for the association and the nation's business aviation industry.

House Resolution 2 (H.R.2) is a major infrastructure bill that contains legislative provisions important to business aviation and championed by NBAA, specifically:

  • An NBAA-supported amendment authorizing the Department of Transportation to develop an innovative digital, broadcast and print media campaign to attract a new, diverse and inclusive generation of workers throughout the nation's transportation sector, including with the aviation industry. Learn more about NBAA's grassroots effort to support this provision.
  • Increased funding for FAA's Airport Improvement Program by providing $4 billion in annual funding, plus an additional $3 billion in grant funding in 2021 and progressively increasing that amount to $4 billion in 2025.
  • Support for "innovative financing techniques" to reduce costs to communities from infrastructure improvements at smaller airports with commercial airline operations, many of which are also utilized by business aviation operators.
  • Funding for the study and development of renewable aviation fuels, including the establishment of programs and competitive initiatives to drive development of low-emission technologies across the nation's aviation sector. The bill includes $30 million a year through 2025 for this initiative.

"As we continue to grapple with the COVID-19 pandemic, it is critically important that we promote a strong and sustainable business aviation community with a highly skilled and diverse workforce to lead us forward," said NBAA President and CEO Ed Bolen." We are pleased that House lawmakers took into account several of our industry's priorities as we look to the future."

H.R.2 now advances to the U.S. Senate for deliberation.
