TRANSITS THE TERRITORIAL AIRSPACE OF THE U.S. ENROUTE TO AN
AIRPORT/LOCATION OUTSIDE THE U.S., ITS TERRITORIES OR POSSESSIONS.
C. U.S. "PUBLIC AIRCRAFT" IS DEFINED AND DESCRIBED IN 49 USC,
SECTION 40102(a)(37) AND INCLUDES U.S. FEDERAL, STATE AND LOCAL
GOVERNMENT AIRCRAFT. D. "FLIGHT TRAINING" MEANS THAT TRAINING,
