Operating Restrictions and Requirements

No pilots may operate an aircraft in the areas covered by this NOTAM (except as described).
 
Pursuant to 49 USC 40103(b), the Federal Aviation Administration (FAA) classifies the airspace defined in this NOTAM as National Defense Airspace.

Any person who knowingly or willfully violates the rules concerning operations in this airspace may be subject to certain criminal penalties under 49 USC 46307. Pilots who do not adhere to the following procedures may be intercepted, detained and interviewed by federal law enforcement/security personnel and/or DoD.

Pursuant to Title 14, Section 91.141 of the Code of Federal Regulations, aircraft flight operations are prohibited within a 7 NMR of 404501N/0735938W or the LGA263006 up to but not including FL180, excluding a 2 NMR of 405055N/0740344W or the TEB VOR at and below 2000 feet MSL, effective 0709241300 UTC (0900 local 09/24) until 0709262100 UTC (1700 local 09/26) except as described in Part A. below.

All aircraft operations are prohibited within the lateral confines of the New York Class B Airspace, from the surface, up to but not including FL180, except as described in Part B. below. This area is depicted on the area defined by the New York VFR terminal area chart, as the Class B Airspace LGA 20 NM, JFK 20 NM, and EWR 20 NM boundaries.

The airspace within a 3 NMR of 404400N/0732330W (DPK VOR/DME 241 Radial 5 NM Fix), at and below 2000 feet MSL and the airspace within a 3 NMR of 410500N/0734125W (CMK VOR/DME 215 Radial 13 NM Fix), at and below 2000 feet MSL, is excluded for arrivals and departures only to/from Farmingdale Republic, NY (FRG) and Westchester County, NY (HPN) airports. Effective 0709241300 UTC (0900 local 09/24) until 0709262100 UTC (1700 local 09/26).

Additionally, there is a separate notice describing special ingress/egress procedures for aircraft arriving and departing the Morristown Airport (MMU) only.

Part A. Inner area all aircraft operations are prohibited within a 7 NMR of 404501N/0735938W (LGA VOR/DME 263 radial 6 NM fix), from the surface, up to but not including FL180, except for the following operations and as described below:

Approved law enforcement, military aircraft directly supporting the United States Secret Service (USSS) and the Office of the President of the United States, approved emergency medical flights, and regularly scheduled commercial, passenger and all-cargo carriers operating under one of the following TSA-approved standard security programs/procedures: Aircraft Operator Standard Security Program (AOSSP), Domestic Security Integration Program (DSIP), Twelve Five Standard Security Program (TFSSP) All Cargo, All-Cargo International Security Procedure (ACISP), or Private Charter Standard Security Program (PCSSP), and are arriving into and/or departing from LGA, EWR, and JFK.

VFR helicopter operations arriving and departing the West 30th Street (JRA), East 34th Street (6N5) and Port Authority-Downtown-Manhattan/Wall Street (JRB) heliports and VFR fixed wing seaplane operations arriving and departing 6N7 that have been TSA security screened and have met gateway requirements are authorized. TSA screening will be available at these locations from 0709241100 UTC (0700 local) to 0709260000 UTC (2000 local) daily. Authorized helicopters/seaplanes must fly ATC assigned ingress/egress routes. Special VFR operations are not authorized. Overflights of Manhattan are not permitted.

All emergency medical flight operations shall be coordinated in advance with the FAA Supervisor, at the New York TRACON at (516) 683-2984, to avoid potential delays.

All aircraft shall squawk a discrete transponder code assigned by ATC. All aircraft shall squawk the discrete transponder code prior to departure and at all times within the TFR. In the event of a transponder failure, the pilot shall advise ATC and ATC will provide the most direct course to outside the lateral limits of the TFR.

All aircraft must remain in two-way radio communications with ATC.

Part B. Outer area procedures for aircraft operating from the 7 NMR to the lateral confines of the New York Class B Airspace, from the surface, up to but not including FL180, are listed below:

Fixed wing aircraft shall be on an active IFR or VFR flight plan.

All aircraft shall squawk a discrete transponder code assigned by ATC. All aircraft shall squawk the discrete transponder code prior to departure and at all times within the TFR. In the event of a transponder failure, the pilot shall advise ATC and ATC will provide the most direct course to outside the lateral limits of the TFR.

All aircraft must remain in two-way radio communications with ATC.

Fixed wing operations are limited to aircraft arriving or departing local airfields. Aircraft may not loiter.

Helicopter operations are permitted to land and depart local airfields and transit the airspace from 7 NMR to the Class B 20 NM boundary provided pilots comply with Part B., 2. and 3. above. Helicopters may not loiter.

All emergency medical flight operations shall be coordinated in advance with the FAA Supervisor, at the New York TRACON at (516) 683-2984, to avoid potential delays.

Part C. The following aeronautical operations are not authorized within the New York Class B Airspace LGA 20 NM, JFK 20 NM, and EWR 20 NM boundaries, from the surface, up to but not including FL180: flight training, practice instrument approaches, aerobatic flight, glider operations, parachute operations, ultralight, hang gliding, lighter than air operations, balloon operations, agriculture/crop dusting, fish spotters, animal population control flight operations, banner towing operations, utility line/pipeline inspection flights, Part 101 operations, model aircraft operations, model rocketry, remotely operated aircraft, unmanned aerial systems, and commercial cargo carrier operations that fail to comply with their TSA approved security program.

Part D. Gateway airports have been created at Republic Airport, NY (FRG) and Linden Airport, NJ (LDJ) by FAA, TSA and USSS to accommodate helicopters arriving and departing JRA, JRB, 6N5 and VFR fixed wing seaplane operations arriving and departing 6N7. TSA screening will be available at these locations from 0709241100 UTC (0700 local) to 0709260000 UTC (2000 local) daily. Special ATC procedures and routes to and from these airports will be assigned prior to departure from a gateway airport. Intermediate stops are not authorized unless an emergency exists.

Part E. It is recommended that all aircraft operators check NOTAMs frequently for possible changes to this TFR prior to operating within this area.
