FLIGHT RESTRICTIONS CRAWFORD, TEXAS, AUGUST 18-26, 2004. PURSUANT TO TITLE 14, SECTION 91.141, OF THE CODE OF FEDERAL REGULATIONS, AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED. WITHIN 30 NMR BLW FL180 OF 313445N/0973200W OR THE ACT241014.4 FROM 0408190135 (2035 LOCAL 08/18/04) UNTIL 0408261730 (1230 LOCAL 08/26/04). A. ALL AIRCRAFT OPERATIONS WITHIN 10 NMR ARE PROHIBITED EXCEPT FOR: 1. LAW ENFORCEMENT AND MILITARY AIRCRAFT DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS) AND THE OFFICE OF THE PRESIDENT OF THE UNITED STATES (POTUS) AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT ARRIVING INTO AND/OR DEPARTING FROM WACO RGNL (ACT) AIRPORT, TX. THESE AIRCRAFT SHALL AVOID PROHIBITED AREA 49 (P-49) UNLESS THEY RECEIVE USSS AUTHORIZATION BY CALLING 253-982-4306 OR 4678. END PART 1 OF 4

FOR OPERATIONS WITHIN THE TFR, ALL MEDICAL FLIGHT OPERATION COMPANIES SHALL COORDINATE WITH THE USSS PRIOR TO THIS NOTAM GOING INTO EFFECT TO AVOID POTENTIAL DELAYS. B. WITHIN THE AIRSPACE BETWEEN 10 NMR AND 30 NMR: 1. ALL AIRCRAFT ENTERING OR EXITING THE 30 NMR TFR SHALL BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY AN AIR TRAFFIC CONTROL (ATC) FACILITY. AIRCRAFT SHALL BE SQUAWKING THE DISCRETE CODE PRIOR TO DEPARTURE AND AT ALL TIMES WHILE IN THE TFR. 2. ALL AIRCRAFT ENTERING OR EXITING THE 30 NMR TFR MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. 3. ALL AIRCRAFT OPERATING WITHIN THE 10 TO 30 NMR TFR AND OPERATING AT ALTITUDES OF UP TO FL180 ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS AND ATC MAY AUTHORIZE TRANSIT OPERATIONS. AIRCRAFT MAY NOT LOITER. END PART 2 OF 4

FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BANNER TOWING OPERATIONS, AGRICULTURE/CROP DUSTING, BALLOON OPERATIONS, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, AND COMMERCIAL CARGO/CARRIER OPERATIONS THAT FAIL TO MEET OR EXCEED THE TRANSPORTATION SECURITY ADMINISTRATIONF;S DOMESTIC SECURITY INTEGRATED PROGRAM STANDARDS ARE NOT AUTHORIZED. 5. ALL USSS CLEARED AIRCRAFT OPERATORS BASED IN THE AREA SHOULD NOTIFY THE USSS PRIOR TO THEIR DEPARTURE BY CALLING 253-982-4306 OR 4678. 6. ALL AIRCRAFT DEPARTING FROM PRIVATE AIRPORTS/AIRSTRIPS MUST BE ON A HEADING AWAY FROM P-49. 7. ALL MEDICAL FLIGHT OPERATION COMPANIES SHALL COORDINATE WITH THE USSS PRIOR TO THIS NOTAM GOING INTO EFFECT TO AVOID POTENTIAL DELAYS WHEN THE NOTAM IS IN EFFECT. END PART 3 OF 4

ALL FORT HOOD U.S. ARMY FLIGHTS WILL BE PROVIDED DISCRETE BEACON CODES BY LOCAL ATC AND ALLOWED TO OPERATE NORMALLY WITHIN THE FORT HOOD AIRSPACE. 9. APPROVED MILITARY FLIGHTS WILL BE PERMITTED TO CONDUCT PRACTICE FLIGHT OPERATIONS IN THE VICINITY OF WACO RGNL AIRPORT WHILE UNDER THE DIRECTION OF ATC. CONSULT WITH LOCAL ATC FOR DETAILS. C. FLIGHT OPERATIONS ARE AUTHORIZED FOR ALL AIRCRAFT THAT OPERATE WITHIN A 4 NMR OF 310509N/0974111W OR THE GRK058007(KILLEEN MUNI AIRPORT) EXCLUDING R-6302A/B. D. IT IS RECOMMENDED THAT ALL AIRCRAFT OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE REQUIRED CHANGES TO THIS TFR PRIOR TO OPERATIONS WITHIN THIS REGION. END PART 4 OF 4
