Temporary Flight Restriction In Place Through September
30th
The FAA has set the first of what it says will be several TFRs
in New York City beginning September 13th and running through
September 30th. The TFRs coincide with the 66th General Session of
the United Nations in New York City. The TFR will be in effect from
0800-1700 daily beginning Tuesday.
The TFR will be centered on the LA GUARDIA VOR/DME (LGA) 258
degree radial at 5 nautical miles (Latitude: 40º44'59"N,
Longitude: 73º58'08"W). It will encompass a radius of 2
nautical miles and include airspace from the surface up to but not
including 7000 feet MSL.
All aircraft operations within the 2 NMR area listed above are
prohibited except for: approved law enforcement, air ambulance and
military aircraft directly supporting the United States Secret
Service (USSS). In addition, regularly scheduled commercial
passenger and all-cargo carriers operating under one of the
following TSA-approved standard security programs/procedures:
aircraft operator standard security program (AOSSP), full all-cargo
aircraft operator standard security program (FACAOSSP), model
security program (MSP), twelve five standard security program
(TFSSP) all cargo, or all-cargo international security procedure
(ACISP) or those aircraft that have been granted a Department of
State diplomatic clearance and are arriving into and/or departing
from 14 CFR part 139 airports.
For operations within the TFR, emergency/life saving flight
(medical/law enforcement/firefighting) operators must coordinate in
advance with the FAA Operational Manager in charge at the New York
TRACON at 516-683-2966/2984, to avoid potential delays.
All aircraft must squawk the ATC assigned discrete beacon code
continuously while operating within the TFR. In the event of a
transponder failure, the pilot must advise ATC, and ATC will
provide the most direct course to exit the lateral limits of the
TFR.
All aircraft must remain in two-way radio communications with
ATC at all times.
Helicopter operations arriving and departing the West 30th
Street (JRA) and East 34th Street (6N5) heliports, and sea-plane
operations arriving and departing the East 23rd Street seaplane
BASE (6N7), are permitted from September 13 through September 30,
2011, provided pilots comply with C and D above. Authorized
helicopters/seaplanes must fly ATC assigned ingress/egress
routes.
Additional NOTAMS/TFRs may be in effect concurrently during
select periods of this event. FAA requires that all aircraft
operators check NOTAMS frequently for possible changes to this TFR
prior to operations within this region.
No pilots may operate an aircraft in the areas covered by this
NOTAM (except as described).
