Ongoing Efforts To Come To A Worldwide Agreement On Global Market-Based Measures
The International Civil Aviation Organization (ICAO) wound up latest discussions among its Council’s High-level Group (HLG) on an Aviation Global MBM (Market-Based Measures) (GMBM) last week, as the UN agency for civil aviation continued its work to foster worldwide agreement on a GMBM for international flight emissions at its upcoming Assembly in September.
“This latest meeting provided us with important updates and feedback on the GMBM design proposal from the recently-concluded Global Aviation Dialogues (GLADs) which we undertook in all world regions,” commented ICAO Council President Dr. Olumuyiwa Benard Aliu. “Consultations and outreach of this nature are essential to how ICAO develops global consensus and realizes long-term progress for civil aviation, and the GMBM design process is no exception to that rule.”
The HLG was established to support the ICAO Council in its development of the draft Assembly Resolution text on the GMBM. That text was reviewed this week and it will next be publicly assessed at a High-level Meeting (HLM) of all 191 ICAO Member States, scheduled for 11 to 13 May.
In addition to these latest developments on an aviation GMBM, which has attracted considerable attention post COP/21, ICAO and its States have been pursuing aspirational targets through a range of measures including operational and technological innovations and sustainable alternative fuels.
“Aircraft today are 70 percent more fuel efficient than the first commercial jets to enter service, which brings to mind that our sector has a built-in self-interest to lower fuel costs and reduce emissions,” added President Aliu. “Since 2010 ICAO’s Member States have made many important contributions which complement this progress, and the adoption of a GMBM this fall will make us the first global industrialized sector to proactively adopt this level of climate commitment.”
